AN ACT INCREASING THE PENALTIES FOR DISTRACTED DRIVING AND STUDYING THE RECENT INCREASE IN PEDESTRIAN FATALITIES IN CONNECTICUT. Be it enacted by the Senate and House of Representatives in General Assembly convened: That (1) section 14-296aa of the general statutes be amended to 1 increase the penalties for using a hand-held mobile telephone or 2 electronic device when operating a motor vehicle; and (2) the 3 Commissioner of Transportation be required to study the recent 4 increase in pedestrian fatalities in the state and make recommendations 5 to improve pedestrian safety to the joint standing committee of the 6 General Assembly having cognizance of matters relating to 7 transportation. 8 Statement of Purpose: To increase the penalties for distracted driving and to study the increase in pedestrian fatalities across the state.
