AN ACT CONCERNING THE CONNECTICUT PORT AUTHORITY. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That (1) subsection (b) of section 15-31a of the general statutes, with 1 
regards to appointments to the Board of Directors of the Connecticut 2 
Port Authority, be amended to require the Governor to appoint one 3 
member who represents a port located in the city of New Haven, New 4 
London or Bridgeport and one member who represents a small port in 5 
the state; (2) section 15-13c of the general statutes be amended to place 6 
the Connecticut Pilot Commission within the Department of 7 
Transportation, instead of the Connecticut Port Authority, for 8 
administrative purposes only, and to make the department liable for 9 
any issues that arise; (3) require that an employee of the Department of 10 
Transportation who is assigned to work at the Connecticut Port 11 
Authority continue to be compensated from the department's budget; 12 
and (4) chapter 263 of the general statutes be amended to require the 13 
Connecticut Port Authority to develop a plan for the transparent 14 
distribution of grants under the Small Harbor Improvement Projects 15  Proposed Bill No.  605

Program and ensure that such grants are equitably administered. 16 
Statement of Purpose:   
To appoint new members to the Board of Directors of the Connecticut 
Port Authority, place the Connecticut Pilot Commission within the 
Department of Transportation for administrative purposes only, require 
an employee of the Department of Transportation who is assigned to the 
Connecticut Port Authority be compensated from the department's 
budget and require the Connecticut Port Authority to develop a plan for 
the transparent and equitable distribution of grants under the Small 
Harbor Improvement Projects Program.
