Explanation 
The bill, which extends the valid period of a required construction 
safety and health course from five to 10 years for certain construction 
workers, results in an annual minimal revenue loss to the Board of 
Regents beginning in FY 22 due to fewer construction workers 
enrolling in such courses. 
At least eight community colleges offer the training, at a participant 
cost ranging from approximately $130 to $300.  Data are unavailable 
regarding the net tuition/fee revenue from course participants who are 
construction workers; the bill would halve this net revenue for each 
college providing the course. The revenue loss is anticipated to be 
minimal in the context of the community colleges' tuition and fee 
revenue, which totals approximately $145 million to $170 million 
annually. 
There is no impact to the Department of Labor as the agency

The Out Years 
The annualized ongoing fiscal impact identified above would 
continue into the future subject to inflation in OSHA training 
participant costs and changes in the numbers of construction workers.
