The amendment removes any funds within municipal Climate
Change and Coastal Resiliency reserves from calculations used to
determine a municipality's ability to pay for labor agreements. To the
extent the amendment reduces a municipality's ability to pay for such
agreements per collective bargaining or arbitration, there is a potential
savings to municipalities.
