MARONEY, 14th Dist. SEN. NEEDLEMAN, 33rd Dist. SEN. CASSANO, 4th Dist. SEN. OSTEN, 19th Dist. AN ACT CONCERNING COVID -19 RELIEF FOR SMALL BUSINESSES. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to (1) prohibit insurers that 1 provide unemployment insurance to small businesses with less than one 2 hundred employees from (A) increasing such businesses' insurance 3 premiums due to an increased number of claims as a result of the 4 COVID-19 pandemic, or (B) using such increased number of claims 5 when calculating an experience rating for such businesses, (2) exempt 6 such businesses from the sales tax when purchasing personal protective 7 equipment for use during the COVID-19 pandemic, and (3) require that, 8 when promulgating regulations, agencies develop a small business 9 economic impact statement and an assessment comparing relevant 10 federal regulations to those proposed by such agency and their effect on 11 small businesses and submit such statement and assessment to the 12 standing legislative regulations review committee. 13 Proposed Bill No. 711 LCO No. 2093 2 of 2 Statement of Purpose: To provide relief to small businesses affected by the COVID-19 pandemic.
