Explanation 
The amendment makes conforming, technical and other changes and 
has no fiscal impact. The amendment (1) specifies that individuals 
eligible for Medicaid or a Medicaid waiver are not eligible for the 
Connecticut Home Care Program for Persons with Disabilities, (2) 
expands the membership of the State-wide health information Exchange 
(HIE) Board, (3) eliminates the requirement that the Department of 
Social Services maintain and publish a list of delinquent child support 
obligors, and (4) requires a study of rates paid to state-contracted 
providers of human services around the state.
