AN ACT CONCERNING THE COLLECTION OF CERTAIN DATA 
RELATING TO PARENTS WHO HAVE THEIR PARENTAL RIGHTS 
TERMINATED. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That section 17a-112 of the general statutes be amended to require the 1 
Commissioner of Children and Families, in collaboration with the 2 
Commissioner of Correction, to collect and publish aggregate data 3 
relating to parents who have their parental rights terminated, including 4 
those parents whose parental rights are terminated while incarcerated. 5 
Data collected by the Commissioner of Children and Families shall 6 
include, but not be limited to: (1) The number of incarcerated parents 7 
who are named in termination of parental rights petitions, (2) the 8 
number of children who are in foster care due to the termination of 9 
parental rights of an incarcerated parent, (3) a statistical analysis of the 10 
likelihood of a parent who is incarcerated having his or her parental 11 
rights terminated as compared to a parent who is not incarcerated, (4) 12 
the types of residential placements used for the children of incarcerated 13 
parents whose parental rights are terminated, (5) the percentage of 14 
parents who consent to the termination of parental rights and the 15  Proposed Bill No.  771

reasons why such parents consent to the termination of parental rights, 16 
including whether such consent is attributable to incarceration, and (6) 17 
demographic data about persons whose parental rights are terminated. 18 
Statement of Purpose:   
To require the Commissioner of Children and Families, in collaboration 
with the Commissioner of Correction, to collect and publish aggregate 
data relating to parents who have their parental rights terminated, 
including parents whose parental rights are terminated while 
incarcerated.
