LCO No. 1703 1 of 3 General Assembly Raised Bill No. 814 January Session, 2021 LCO No. 1703 Referred to Committee on AGING Introduced by: (AGE) AN ACT ESTABLISHING A TASK FORCE TO REVIEW VOLUNTARISM NEEDS OF THE STATE OMBUDSMAN. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) There is established a task force 1 to study ways to (1) ensure that the Office of the Long-Term Care 2 Ombudsman has enough volunteers to reach out to residents receiving 3 long-term care in nursing homes or from community-based programs, 4 and (2) help such residents to address complaints about their care. 5 (b) The task force shall consist of the following members: 6 (1) Two appointed by the speaker of the House of Representatives, 7 both of whom shall be residents' advocates appointed pursuant to 8 section 17a-406 of the general statutes; 9 (2) Two appointed by the president pro tempore of the Senate, both 10 of whom shall be representatives of senior centers; 11 (3) One appointed by the majority leader of the House of 12 Representatives; 13 Raised Bill No. 814 LCO No. 1703 2 of 3 (4) One appointed by the majority leader of the Senate; 14 (5) One appointed by the minority leader of the House of 15 Representatives; 16 (6) One appointed by the minority leader of the Senate; 17 (7) The State Ombudsman, or the State Ombudsman's designee; 18 (8) The Commissioner of Aging and Disability Services, or the 19 commissioner's designee; 20 (9) The Commissioner of Social Services, or the commissioner's 21 designee; and 22 (10) The executive director of the Commission on Women, Children, 23 Seniors, Equity and Opportunity, or the executive director's designee. 24 (c) Any member of the task force appointed under subdivision (3), 25 (4), (5) or (6) of subsection (b) of this section may be a member of the 26 General Assembly. 27 (d) All appointments to the task force shall be made not later than 28 thirty days after the effective date of this section. Any vacancy shall be 29 filled by the appointing authority. 30 (e) The speaker of the House of Representatives and the president pro 31 tempore of the Senate shall select the chairpersons of the task force from 32 among the members of the task force. Such chairpersons shall schedule 33 the first meeting of the task force, which shall be held not later than sixty 34 days after the effective date of this section. 35 (f) The administrative staff of the Commission on Women, Children, 36 Seniors, Equity and Opportunity shall serve as administrative staff of 37 the task force. 38 (g) Not later than January 1, 2022, the task force shall submit a report 39 on its findings and recommendations to the joint standing committees 40 of the General Assembly having cognizance of matters relating to aging 41 Raised Bill No. 814 LCO No. 1703 3 of 3 and human services, in accordance with the provisions of section 11-4a 42 of the general statutes. The task force shall terminate on the date that it 43 submits such report or January 1, 2022, whichever is later. 44 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Statement of Purpose: To establish a task force to review voluntarism needs of the State Ombudsman and make recommendations.
