No Fiscal Impact  
The amendment strikes the underlying bill and its associated fiscal 
impact 
The amendment requires the Office of Policy and Management 
(OPM) to conduct a study to determine how to decouple the 
Department of Energy and Environmental Protection and the Public 
Utility Regulatory Authority. This has no fiscal impact, as it is 
anticipated that OPM has the expertise to conduct this study.
