There is no fiscal impact resulting from the bill as amended, which 
requires that the Office of Policy and Management (OPM) conduct a 
study to determine how to decouple the Department of Energy and 
Environmental Protection and the Public Utilities Regulatory 
Authority. It is anticipated that OPM has the existing staff and 
expertise to conduct the study. 
Senate "A" struck the underlying bill and results in no fiscal impact.
