AN ACT INCREASING RE PRESENTATION ON THE ENERGY 
CONSERVATION MANAGEM ENT BOARD. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subsection (c) of section 16-245m of the general statutes is 1 
repealed and the following is substituted in lieu thereof (Effective July 1, 2 
2021): 3 
(c) The Commissioner of Energy and Environmental Protection shall 4 
appoint and convene an Energy Conservation Management Board 5 
which shall include the Commissioner of Energy and Environmental 6 
Protection, or the commissioner's designee, the Consumer Counsel, or 7 
the Consumer Counsel's designee, the Attorney General, or the 8 
Attorney General's designee, and a representative of: (1) An 9 
environmental group knowledgeable in energy conservation program 10 
collaboratives; (2) the electric distribution companies in whose 11 
territories the activities take place for such programs; (3) a state-wide 12 
manufacturing association; (4) a chamber of commerce; (5) a state-wide 13 
business association; (6) a state-wide retail organization; (7) a state-wide 14 
farm association; (8) a municipal electric energy cooperative created 15  Raised Bill No.  856

pursuant to chapter 101a; [and] (9) residential customers; (10) low-16 
income residential customers; and (11) municipalities. The board shall 17 
also include two representatives selected by the gas companies. The 18 
members of the board shall serve for a period of five years and may be 19 
reappointed. Representatives of gas companies, electric distribution 20 
companies and the municipal electric energy cooperative shall be 21 
nonvoting members of the board. The members of the board shall elect 22 
a chairperson from its voting members. If any vote of the board results 23 
in an equal division of its voting members, such vote shall fail. 24 
This act shall take effect as follows and shall amend the following 
sections:

To increase representation on the energy conservation management 
board, including low-income residential customers and municipalities.
