Pursuant to CGS Sec. 8-40, housing authorities are separate entities from the
municipalities in which they operate. Should the bill's requirements result in any
costs to the local housing authorities that administer tenant-based rental assistance
programs as subcontractors on the state's behalf, it is not anticipated such costs
would be passed on to the state.
