Explanation 
The bill requires the labor commissioner to establish a domestic 
workers education and training grant program to provide grants to 
qualified organizations and appropriates $210,000 to the Department 
of Labor (DOL) for the program in FY 22 only. 
Administration of the grant program results in an estimated cost of 
$73,906 in FY 22 and $81,777 in FY 23 including salary and fringe 
benefit costs and associated overhead costs (computers, office supplies, 
etc.).

The fringe benefit costs for most state employees are budgeted centrally in accounts 
administered by the Comptroller. The estimated active employee fringe benefit cost
