Explanation 
The amendment eliminates the requirement that the labor 
commissioner establishes a domestic workers education and training 
grant program to provide grants to qualified organizations. This 
eliminates the administrative costs identified in the fiscal note on the 
underlying bill.

administered by the Comptroller. The estimated active employee fringe benefit cost 
associated with most personnel changes is 41.3% of payroll in FY 22 and FY 23.
