AN ACT CONCERNING THE MODELING OF A PROPOSAL FOR 
EDUCATION FUNDING IN CONNECTICUT. 
 
SUMMARY: 
The bill requires the Office of Fiscal Analysis to analyze and report 
on the anticipated impacts of SB 948 as favorably reported by the 
Education Committee.  SB 948 as favorably reported by the Education 
Committee requires an overhaul of several major state education 
grants and eliminates tuition that supports some of the public schools 
and programs affected by the grants. The state education grants 
impacted are Education Cost Sharing (ECS), magnet schools, charter 
schools, Open Choice, and regional agricultural science and 
technology centers. The bill also requires the OFA to analyze the 
funding for the Connecticut Technical Education and Career System.   
The analysis must include several specified components and be 
submitted by January 1, 2022, along with a draft report, to the 
Commissioner of Education for review and comment. The 
commissioner must submit comments and recommendations on the 
draft report to OFA, for incorporation into the final report.  The OFA 
report must be submitted to the Appropriations Committee by 
February 1, 2022.
