Instead, it requires the Department of Energy and Environmental Protection (DEEP) and the Department of Public Health (DPH) to study existing categories of discharge for alternative on-site and community sewage treatment systems, and the administrative jurisdiction for these permits. Additionally, the amendment requires DEEP and DPH to submit a report to the Planning and Development, Environment, and Public Health Committees, by January 1, 2022, on the findings of the study and any legislative recommendations. This is not anticipated to result in a fiscal impact as DEEP and DPH have the expertise for this purpose.
