LCO No. 3485 1 of 2 General Assembly Raised Bill No. 983 January Session, 2021 LCO No. 3485 Referred to Committee on TRANSPORTATION Introduced by: (TRA) AN ACT CONCERNING SL OWING DOWN FOR SERVI CE VEHICLES. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective October 1, 2021) (a) For the purposes of this 1 section, "service vehicle" means (1) a commercial motor vehicle 2 equipped with a garbage compactor, a detachable container or a 3 curbside recycling body, (2) a tank vehicle, (3) a vehicle authorized by 4 the United States government to carry mail, or (4) a vehicle operated by 5 an express delivery carrier. 6 (b) Except as provided in sections 14-233 and 14-234 of the general 7 statutes, the driver of a vehicle overtaking and proceeding in the same 8 direction of a service vehicle that is stationary or traveling significantly 9 below the posted speed limit shall immediately reduce speed to a 10 reasonable level below the posted speed limit and pass to the left of such 11 service vehicle at a safe distance. The driver shall not again drive to the 12 right side of the highway until safely clear of such service vehicle. 13 (c) Violation of any provision of this section shall be an infraction. 14 Sec. 2. Subdivision (1) of section 14-212 of the general statutes is 15 LCO No. 3485 2 of 2 repealed and the following is substituted in lieu thereof (Effective October 16 1, 2021): 17 (1) The following terms shall be construed as they are defined in 18 section 14-1: "Authorized emergency vehicle", "class 1 electric bicycle", 19 "class 2 electric bicycle", "class 3 electric bicycle", "commissioner", 20 "driver", "electric bicycle", "electric foot scooter", "fuels", "gross weight", 21 "head lamp", "high-mileage vehicle", "highway", "light weight", "limited 22 access highway", "maintenance vehicle", "motor bus", "motorcycle", 23 "motor vehicle registration", "nonresident", "nonskid device", "number 24 plate", "officer", "operator", "owner", "passenger motor vehicle", 25 "passenger and commercial motor vehicle", "person", "pneumatic tires", 26 "pole trailer", "registration", "registration number", "second offense", 27 "semitrailer", "shoulder", "solid tires", "stop", "subsequent offense", "tail 28 lamp", "tank vehicle", "tractor", "tractor-trailer unit", "trailer", "truck" 29 and "vanpool vehicle"; 30 This act shall take effect as follows and shall amend the following sections: Section 1 October 1, 2021 New section Sec. 2 October 1, 2021 14-212(1) Statement of Purpose: To require motor vehicle operators to slow down when passing service vehicles.
