AN ACT ARTICULATING FEES ON AN ELECTRIC DISTRIBUTION 
CUSTOMER'S BILL. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective July 1, 2021) (a) For purposes of this 1 
section: 2 
(1) "Combined public benefits charge" means the systems benefit 3 
charge pursuant to section 16-245l of the general statutes, the assessment 4 
for the Energy Conservation and Load Management Fund pursuant to 5 
section 16-245m of the general statutes and the assessment for the Clean 6 
Energy Fund pursuant to section 16-245n of the general statutes; and 7 
(2) "Electric distribution company" has the same meaning as 8 
provided in section 16-1 of the general statutes. 9 
(b) On and after October 1, 2021, each electric distribution company 10 
shall include an explanation for each charge appearing on a customer's 11 
bill. Such explanation shall include an itemization for each charge, 12 
including an itemization for the associated charges for each component 13 
of the combined public benefits charge, and indicate the program or 14  Raised Bill No.  991

entity authorizing each charge. 15 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2021 New section
