AN ACT CONCERNING A PRIVATE OCCUPATIONAL SCHOOL'S 
FAILURE TO SUBMIT A RENEWAL APPLICATION. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 10a-22d of the general statutes is amended by 1 
adding subsection (h) as follows (Effective July 1, 2021): 2 
(NEW) (h) The failure of any private occupational school to submit 3 
an application to the Office of Higher Education for the renewal of a 4 
certificate of authorization on the date on which it is due may result in 5 
the loss of authorization under section 10a-22f, as amended by this act. 6 
The executive director of said office may deny the renewal of such 7 
certificate of authorization if there exists a failure to file such renewal 8 
application after the date on which it is due, or any period of extension 9 
authorized pursuant to subsection (e) of this section. 10 
Sec. 2. Subsection (a) of section 10a-22f of the general statutes is 11 
repealed and the following is substituted in lieu thereof (Effective July 1, 12

(a) A certificate of authorization issued to a private occupational 14 
school pursuant to sections 10a-22a to 10a-22o, inclusive, and sections 15 
10a-22u to 10a-22w, inclusive, may be revoked by the executive director 16 
if such school (1) ceases to meet the conditions of its authorization; (2) 17 
commits a material or substantial violation of sections 10a-22a to 10a-18 
22o, inclusive, or sections 10a-22u to 10a-22w, inclusive, or the 19 
regulations prescribed thereunder; (3) makes a false statement about a 20 
material fact in application for authorization or renewal; [or] (4) fails to 21 
make a required payment to the private occupational school student 22 
protection account pursuant to section 10a-22u; or (5) fails to submit a 23 
complete application for a renewed certificate of authorization pursuant 24 
to section 10a-22d, as amended by this act. 25 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2021 10a-22d 
Sec. 2 July 1, 2021 10a-22f(a) 
 
Statement of Purpose:   
To allow the Office of Higher Education to deny the renewal of a private 
occupational school's certificate of authorization if such school fails to 
submit a timely application to renew such authorization.
