Explanation 
On or before October 1, 2021, the Department of Administrative 
Services shall develop and issue a request for information for the 
incorporation of blockchain technology to facilitate cost-effective 
efficiencies in state services. This will result in a minimal cost. 
Not later than January 1, 2022, the Commissioner of Administrative 
Services shall evaluate the responses to the request for information and 
submit a report, identifying department functions that may be made 
more efficient or cost-effective by blockchain technology to the 
commerce and government administration committees. 
On or before January 1, 2022, the Commissioner of Economic and 
Community Development, in consultation with AdvanceCT, shall 
develop a plan to support the state's remote work economy.  Not later 
than January 1, 2022, the commissioner shall submit such a plan to the
