The amendment requires that a) any health plans provided by the 
Office of the State Comptroller (OSC), not including those offered to 
state employees or retirees, provide coverage to dependents until the 
age of 26, b) any such plan generally comply with the step therapy 
guidelines in the underlying bill and c)  any such plan follow adverse 
determination and utilization review policies under current law. 
Requiring any plan offered by OSC after July 1, 2022 to comply with 
existing adverse determination law may preclude future costs related to 
the requirements established in the underlying bill. 
The Partnership Plan, a self-insured plan offered to municipalities 
and other nonstate public entities that covers, does not currently require 
step therapy. 
The amendment is not interpreted to require dental coverage for 
dependents until age 26.
