The amendment strikes section two which removes the $3.1- $6.1 million cost in FY 22 and $3.2-$6.2 million cost in FY 23 to hire additional correction officers due to increased supervision of isolated inmates, decreases the use of restraints, and allowing inmates to receive at least 8 hours of out of cell time per day. The removal of section 2 also results in the elimination of the potential cost to the DOC to have a physician and therapist to conduct a physical examination and mental health evaluation before holding an inmate in isolated confinement. The amendment makes various reporting changes and requirements for the DOC resulting in no fiscal impact.
