AN ACT CONCERNING CO MPETITIVENESS AND LA BOR COSTS AT 
THE CONNECTICUT AIRP ORT AUTHORITY. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subsections (g) and (h) of section 15-120mm of the general 1 
statutes are repealed and the following is substituted in lieu thereof 2 
(Effective from passage): 3 
(g) [The] Except as provided in subsection (h) of this section, the 4 
officers and all other employees of the authority shall be state employees 5 
for the purposes of retirement and group welfare benefits, [and 6 
retirement,] including, but not limited to, those provided under chapter 7 
66 and sections 5-257 and 5-259. The authority shall reimburse the 8 
appropriate state agencies for all costs incurred by such designation. 9 
(h) (1) The executive director, as described in subsection (d) of section 10 
15-120bb, and any unclassified employee of the authority hired before 11 
the effective date of this section, may, at the discretion of the authority 12 
and at the one-time irrevocable option of the executive director or such 13 
unclassified employee, be exempted from the provision of subsection 14 
(g) of this section for the purposes of retirement under chapter 66 or 15  Raised Bill No.  1079

group welfare benefits under sections 5-257 and 5-259. If the executive 16 
director or such unclassified employee elects either or both such 17 
options, as approved by the authority, the executive director's or such 18 
unclassified employee's participation in the retirement or group welfare 19 
benefits plan, as applicable, shall be suspended during the period of 20 
such election and the executive director or unclassified employee may 21 
participate in the retirement or group welfare benefits plan, or both, 22 
developed by the authority pursuant to subdivision (3) of this 23 
subsection while the executive director or such unclassified employee is 24 
an employee of the authority. 25 
(2) Any unclassified employee of the authority hired on or after the 26 
effective date of this section shall be exempted from the provisions of 27 
subsection (g) of this section for the purposes of retirement under 28 
chapter 66 and group welfare benefits under sections 5-257 and 5-259 29 
and shall participate in the retirement and group welfare benefits plan 30 
developed by the authority pursuant to subdivision (3) of this 31 
subsection. 32 
(3) The authority [may] shall develop and implement retirement 33 
[plans] and group welfare benefits plans for the executive director and 34 
unclassified employees described in subdivisions (1) and (2) of this 35 
subsection. Such plans shall not be subject to supervision, oversight or 36 
approval by the State Employees Retirement Commission under 37 
chapter 66 or the Comptroller, Attorney General or Insurance 38 
Commissioner under chapter 67, provided any such retirement plan 39 
shall be considered a Connecticut retirement plan for purposes of 40 
subsection (d) of section 5-160. The authority shall pay all costs, fees, 41 
contributions and other expenses incurred as a result of any such 42 
retirement plan or group welfare benefit. 43 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To allow certain employees of the Connecticut Airport Authority and 
require certain future employees of the authority to participate in 
retirement and benefit plans implemented by the authority.
