AN ACT CONCERNING TH E COLLECTION OF CERT AIN DATA 
RELATING TO PARENTS WHO HAVE THEIR PARENTAL RIGHTS 
TERMINATED. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective October 1, 2021) (a) The Commissioner of 1 
Children and Families, in collaboration with the Commissioner of 2 
Correction, shall collect data relating to petitions for the termination of 3 
parental rights, as defined in section 17a-93 of the general statutes, 4 
including petitions involving parents whose parental rights are 5 
terminated while incarcerated. Not later than January 1, 2022, the 6 
Department of Children and Families shall publish on the department's 7 
Internet web site aggregate data and analysis, which shall include, but 8 
not be limited to: 9 
(1) The number of incarcerated parents who are named in 10 
termination of parental rights petitions; 11 
(2) The number of children who are in foster care due to the 12 
termination of parental rights of an incarcerated parent; 13  Raised Bill No.  1084

(3) A statistical analysis of the likelihood of a parent who is 14 
incarcerated having his or her parental rights terminated as compared 15 
to a parent who is not incarcerated; 16 
(4) The types of residential placements used for the children of 17 
incarcerated parents whose parental rights are terminated; 18 
(5) The percentage of parents who consent to the termination of 19 
parental rights and the reasons why such parents consent to the 20 
termination of parental rights, including whether such consent is 21 
attributable to incarceration; and 22 
(6) Demographic data about persons whose parental rights are 23 
terminated. 24 
(b) Data published pursuant to subsection (a) of this section shall not 25 
include any personally identifiable information. 26 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 October 1, 2021 New section

To require the collection and publication of certain data relating to 
parents who have their parental rights terminated, including parents 
whose parental rights are terminated while incarcerated.
