Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) Notwithstanding the provisions of 1 section 8-214d of the general statutes and (1) a certain restriction 2 contained in a Restrictive Covenant entered into between the State of 3 Connecticut, Department of Housing and Creative Housing, Inc., dated 4 September 30, 1992, and recorded in the Town of East Windsor Land 5 Records in Volume 169, Page 942, that the community housing land 6 bank and land trust parcel of land described in said agreement on 7 Phelps Road in the town of East Windsor shall be used for "the benefit 8 of low and moderate income persons", and (2) a certain restriction when 9 said parcel of land was conveyed to the town of East Windsor by the 10 Department of Housing with the approval of the St ate Bond 11 Commission obtained on December 18, 2020, and noted as item 30 on 12 said bond commission agenda that said parcel "be used for, or in 13 conjunction with, activities related to, or similar to, any program 14 administered by the commissioner pursuant to state or federal law", said 15 restrictions may be released, relinquished and have no further force and 16 effect, the town of East Windsor may convey said parcel free of said 17 restrictions and the parcel may be used for other than (A) low and 18 moderate income purposes, or (B) activities related to or similar to 19 programs administered by the Commissioner of Housing. 20 Substitute Bill No. 1114 LCO {\\PRDFS1\SCOUSERS\FORZANOF\WS\2021SB-01114- R01-SB.docx } 2 of 2 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Statement of Legislative Commissioners: In Section 1(2), "December 14" was changed to "December 18" for accuracy.
