RESOLUTION PROPOSING AN AMENDMENT TO THE CONNECTICUT 
CONSTITUTION TO REQUIRE THE ESTABLISHMENT AND FUNDING 
OF SHARED-RISK PENSION PLANS FOR STATE EMPLOYEES AND 
TEACHERS. 
Resolved by this Assembly: 
 
That article third of the Constitution of the state be amended to 1 
require that the General Assembly (1) enact legislation to establish and 2 
implement shared-risk pension plans for both state employees and 3 
teachers, and (2) appropriate in each fiscal year the full amount of the 4 
required employer contributions for such pension plans.  5 
Statement of Purpose:   
To reduce pension costs by establishing shared-risk pension plans for 
state employees and teachers and requiring that the General Assembly 
fully fund such plans.
