Explanation 
The amendment removes the $25 annual registration fee for medical 
marijuana patients beginning January 1, 2023 resulting in a revenue loss 
of approximately $650,000 in FY 23 and $1.3 million in FY 24.  There are 
approximately 52,800 medical marijuana patients.
