Explanation 
The bill makes various changes regarding personally identifying 
information of participants in the Connecticut Lottery and allows stored 
value instruments to be used to fund an online gaming account resulting 
in no fiscal impact to the state. 
House "A" makes various technical changes regarding the 
Connecticut Lottery resulting in no fiscal impact.
