The estimated costs differ depending on whether the program is limited to tuition costs or also includes case management services, as are currently provided to people who receive the DCF postsecondary education benefit. In FY 27, five years after the program begins (when the population newly eligible for benefits begins to finish degrees and age out of the program), costs are projected to drop sharply, to $8.1 million to $18.2 million. Then in FY 28 and beyond, costs are anticipated to range from approximately $3.7 million to $8.2 million. The fiscal impact identified above would continue into the future subject to inflation in tuition and actual postsecondary enrollment among the population affected by the bill.
