Explanation 
The bill, which extends postsecondary educational benefits to young 
adults who are under the age of 26, is anticipated to result in a cost to 
the Department of Children and Families (DCF) ranging from $11.4 
million to $27 million in FY 23, and $12.1 million to $28.3 million in FY 
24.  The estimated costs differ depending on whether the program is 
limited to tuition costs or also includes case management services, as are 
currently provided to people who receive the DCF postsecondary 
education benefit.

The Out Years 
The program costs are anticipated to grow by approximately $700,000 
to $1.3 million annually through FY 26, as shown in the table above.  In 
FY 27, five years after the program begins (when the population newly 
eligible for benefits begins to finish degrees and age out of the program), 
costs are projected to drop sharply, to $8.1 million to $18.2 million.  Then 
in FY 28 and beyond, costs are anticipated to range from approximately 
$3.7 million to $8.2 million.    
The fiscal impact identified above would continue into the future 
subject to inflation in tuition and actual postsecondary enrollment 
among the population affected by the bill.
