Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 27-6a of the general statutes is repealed and the 1 following is substituted in lieu thereof (Effective July 1, 2022): 2 The first and second companies of the Governor's Foot Guards may 3 each consist of one major commandant, grade O-4; [one captain, grade 4 O-3; three first lieutenants, grade O-2; one second lieutenant, grade O-5 1; one ensign with the rank of second lieutenant, grade O-1;] one 6 warrant officer, grade W-4, to be bandmaster; [, one quartermaster who 7 shall serve on the major's staff with the rank of captain, grade O-3, and 8 the following enlisted personnel: One] one sergeant major, grade E-9; 9 [two first sergeants, grade E-8; one sergeant first class, grade E-7, and 10 designated as quartermaster sergeant; four staff sergeants, grade E-6, 11 two designated as quartermaster sergeants, one as ordnance sergeant, 12 and one as company clerk; two sergeants, grade E-5, color-bearers, 13 together with twelve sergeants, grade E-5; eight corporals, grade E-4; 14 ninety-six enlisted persons, twenty-four of whom shall be privates first 15 class, grade E-3; and the balance to be privates grade E-2 or E-1. Each 16 company is authorized a band of twenty-eight musicians with the 17 Substitute Bill No. 5368 LCO {\\PRDFS1\HCOUSERS\BARRYJN\WS\2022HB-05368- R01-HB.docx } 2 of 3 following grades: One sergeant first class, grade E-7; two staff sergeants, 18 grade E-6; four sergeants, grade E-5; seventeen corporals, grade E-4; 19 four privates first class, grade E-3, and twenty-eight persons for field 20 music with the following grades: One sergeant first class, grade E-7; two 21 staff sergeants, grade E-6; four sergeants, grade E-5; seventeen 22 corporals, grade E-4; four privates first class, grade E-3. The commander 23 of any company of the Governor's Guards may appoint either of its 24 sergeants to be an orderly sergeant and may displace such orderly 25 sergeant and make a new appointment as occasion may require] and 26 such other personnel as is consistent with orders issued or regulations 27 prescribed under section 27-14 and with the provisions of section 27-79. 28 Sec. 2. Section 27-7 of the general statutes is repealed and the 29 following is substituted in lieu thereof (Effective July 1, 2022): 30 The first and second companies of the Governor's Horse Guards may 31 each consist of one major [, one captain, two first lieutenants, two second 32 lieutenants, one cornet with the rank of second lieutenant, one master 33 sergeant, one first sergeant, two staff sergeants, twelve sergeants, twelve 34 corporals, thirty-two privates first class and sixty-four privates] 35 commandant, grade O-4; one sergeant major, grade E-9; and such other 36 personnel as is consistent with orders issued or regulations prescribed 37 under section 27-14 and with the provisions of section 27-79. 38 Sec. 3. Section 27-8 of the general statutes is repealed and the 39 following is substituted in lieu thereof (Effective July 1, 2022): 40 The Governor's Guards [, subject to the provisions of their charters 41 and of the general statutes as to organization, training and discipline,] 42 shall be organized militia, with the immunities and privileges provided 43 by law, and [, in time of war, invasion, rebellion or riot or reasonable 44 apprehension thereof, may be ordered out by the Governor for duty] 45 may be ordered to state military duty by the Governor. 46 Sec. 4. Section 27-19b of the general statutes is repealed and the 47 following is substituted in lieu thereof (Effective July 1, 2022): 48 Substitute Bill No. 5368 LCO {\\PRDFS1\HCOUSERS\BARRYJN\WS\2022HB-05368- R01-HB.docx } 3 of 3 There is established an account to be known as the ["Army National 49 Guard] "Military Department state morale, welfare and recreation 50 account" which shall be a separate, nonlapsing account within the 51 General Fund. The account shall contain any moneys required by law to 52 be deposited in the account, which shall include, but not be limited to, 53 proceeds of state military morale, welfare and recreation programs and 54 gifts, grants and donations from public or private sources. Moneys in 55 the account shall be expended by the Adjutant General for the purposes 56 of operating state military morale, welfare and recreation programs. Not 57 later than August 1, 2022, and annually thereafter, the Adjutant General 58 shall submit a report to the Secretary of the Office of Policy and 59 Management concerning deposits into and expenditures from the 60 account for the previous fiscal year. 61 Sec. 5. (NEW) (Effective July 1, 2022) The Adjutant General may issue 62 a military funeral honors ribbon to any member of the National Guard 63 or organized militia or other military personnel who satisfactorily 64 performs as a member of an honor guard detail pursuant to section 27-65 76 of the general statutes. 66 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2022 27-6a Sec. 2 July 1, 2022 27-7 Sec. 3 July 1, 2022 27-8 Sec. 4 July 1, 2022 27-19b Sec. 5 July 1, 2022 New section VA Joint Favorable Subst.
