Analyst: ES Page 1 4/25/22 OFA Bill Analysis HB 5433 AN ACT ESTABLISHING A COMMITTEE ON BEHAVIORAL AND MENTAL HEALTH POLICY AND OVERSIGHT. SUMMARY: The bill establishes a Behavioral and Mental Health Policy and Oversight Committee to evaluate the availability and efficacy of prevention, early intervention, and mental health treatment services and options for children. The Committee must make recommendations regarding the governance and administration of the mental health care system for children and report to the Appropriations, Public Health, Social Services, and Children's Committees, and the Office of Policy and Management (OPM) by January 1, 2023. The Committee must then develop a strategic plan that integrates such recommendations, and report on the progress made toward implementing the plan as well as recommendations related to implementing any goals identified in the plan, by August 1, 2023. The bill requires the Committee to consult with one or more organizations that focus on the quality of services for children or research related to the well-being of children, and allows the Committee to accept administrative support and technical and research assistance from any such organization. While members of the Committee serve without compensation, the bill allows for necessary expenses incurred in the performance of member duties and requires the Committee to have allocated funds to provide staffing support for the committee's work.
