Explanation 
This bill defines "consultant" and "subvendor" for campaign finance 
purposes and establishes their registration, reporting, and record-
keeping requirements. This is not anticipated to have a fiscal impact to 
the state or municipalities.  
The bill also adds provisions for two additional instances of illegal 
campaign finance practices and results in potential revenue gain from 
fines.  There have been no fines collected for the current violation in the 
past 5 years.

The annualized ongoing fiscal impact identified above would 
continue into the future subject to violations.
