LCO No. 1194 1 of 2 General Assembly Raised Bill No. 120 February Session, 2022 LCO No. 1194 Referred to Committee on ENVIRONMENT Introduced by: (ENV) AN ACT CONCERNING THE USE OF CHLORPYRIFOS ON GOLF COURSES AND NEONICOTINOIDS FOR NONAGRICULTURAL USE. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective October 1, 2022) No person shall use or 1 apply chlorpyrifos: (1) On any golf course, or (2) for any cosmetic or 2 nonagricultural use. The Commissioner of Energy and Environmental 3 Protection may enforce the provisions of this section in accordance with 4 the provisions of chapter 441 of the general statutes. 5 Sec. 2. Subsection (l) of section 22a-50 of the general statutes is 6 repealed and the following is substituted in lieu thereof (Effective October 7 1, 2022): 8 (l) (1) Not later than January 1, 2018, the commissioner shall classify 9 all neonicotinoids, as defined in section 22-61k, that are labeled for 10 treating plants, as restricted use pursuant to subdivision (2) of 11 subsection (c) of this section. 12 (2) Not later than January 1, 2023, the commissioner shall classify all 13 neonicotinoids, as defined in section 22-61k, that are labeled for 14 Raised Bill No. 120 LCO No. 1194 2 of 2 nonagricultural use, as restricted use pursuant to subdivision (2) of 15 subsection (c) of this section. 16 This act shall take effect as follows and shall amend the following sections: Section 1 October 1, 2022 New section Sec. 2 October 1, 2022 22a-50(l) Statement of Purpose: To prohibit the use of chlorpyrifos on golf courses and for nonagricultural use and to restrict the use of neonicotinoids for nonagricultural use.
