AN ACT CONCERNING THE USE OF CHLORPYRIFOS ON GOLF 
COURSES AND NEONICOTINOIDS FOR NONAGRICULTURAL USE.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective October 1, 2022) No person shall use or 1 
apply chlorpyrifos: (1) On any golf course, or (2) for any cosmetic or 2 
nonagricultural use. The Commissioner of Energy and Environmental 3 
Protection may enforce the provisions of this section in accordance with 4 
the provisions of chapter 441 of the general statutes.  5 
Sec. 2. Subsection (l) of section 22a-50 of the general statutes is 6 
repealed and the following is substituted in lieu thereof (Effective October 7 
1, 2022): 8 
(l) (1) Not later than January 1, 2018, the commissioner shall classify 9 
all neonicotinoids, as defined in section 22-61k, that are labeled for 10 
treating plants, as restricted use pursuant to subdivision (2) of 11 
subsection (c) of this section. 12 
(2) On and after January 1, 2023, no person shall sell, possess or use 13 
any pesticide that contains any neonicotinoid, as defined in section 22-14 
61k, except for such use on an agricultural plant. The provisions of this 15 
subdivision shall not apply to any pet care, veterinary, personal care or 16 
indoor pest control pesticide product. For purposes of this subdivision, 17  Substitute Bill No. 120

"agricultural plant" means any plant, or part of any plant, that is grown, 18 
maintained or otherwise produced for commercial purposes, including, 19 
but not limited to, any plant grown, maintained or otherwise produced 20 
for sale or trade, for research or experimental purposes or for use, in part 21 
or in whole, in another location such as any grain, fruit, vegetable, wood 22 
fiber or timber product, flowering or foliage plant or tree, seedling, 23 
transplant or turf grass produced for sod. "Agricultural plant" does not 24 
include any pasture or rangeland used for grazing. 25 
This act shall take effect as follows and shall amend the following 
sections:
