The amendment strikes the underlying bill and its associated fiscal 
impact. The amendment makes various procedural changes to the 
charter school approval process, including requiring any initial 
certifications that still are not charters schools to receive an 
appropriation to become a charter. This could result in increased costs 
to the State Department of Education, the cost would be dependent 
upon the number of charter seat requiring an appropriation.
