AN ACT CONCERNING A STUDY OF MUNICIPAL VETERANS 
SERVICES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) The Commissioner of Veterans 1 
Affairs shall conduct a study of veterans services provided by 2 
municipalities in this state.  Such study shall: (1) Identify municipalities 3 
with a local veterans' advisory committee, municipalities with a 4 
municipal veterans' representative and municipalities with neither; (2) 5 
examine the resources, including, but not limited to, time, financial, 6 
technological and human, made available by a municipality to each such 7 
committee or representative, as applicable; and (3) compare across all 8 
municipalities the level and quality of veterans services provided. 9 
(b) Not later than January 1, 2023, the commissioner shall submit to 10 
the joint standing committees of the General Assembly having 11 
cognizance of matters relating to veterans' affairs, in accordance with 12 
the provisions of section 11-4a of the general statutes, (1) a report on the 13 
findings of such study; and (2) recommendations for legislation to 14 
address deficiencies or insufficiencies in the provision of veterans 15

services by municipalities in this state. 16 
This act shall take effect as follows and shall amend the following 
sections:
