Explanation 
The amendment alters the coverage period for dependents that are 26 
years of age that are covered under the state employee health plan. The 
amendment changes the termination date from the policy's anniversary 
date to the end of the calendar year. This may result in additional costs 
to the state employee health plan if this change results in additional 
claims.

The fringe benefit costs for most state employees are budgeted centrally in accounts 
administered by the Comptroller. The estimated active employee fringe benefit cost 
associated with most personnel changes is 40.53% of payroll in FY 23.
