Analyst: MM Page 1 4/7/22 OFA Bill Analysis sSB 399 AN ACT CONCERNING THE TOBACCO SETTLEMENT TRUST FUND AND THE SALE OF TOBACCO PRODUCTS. SUMMARY: The bill diverts twelve million annually of Tobacco Settlement proceeds (revenue) from the General Fund to the Tobacco and Health Trust Fund. The bill also requires a seller or seller's agent or employee to request that each person intending to purchase cigarettes or a tobacco product present a driver's license or identity card to establish that such person is twenty-one years of age or older. EFFECTIVE DATE: July 1, 2022 BACKGROUND Tobacco Settlement Funds Each year, the state receives approximately $120 million via the Tobacco Settlement.
