Researcher: TA Page 1 4/14/22 OLR Bill Analysis SB 433 AN ACT REQUIRING PUBLIC HEARINGS FOR CERTAIN SPECIAL SESSION LEGISLATION. SUMMARY This bill establishes a statutory prohibition against enacting certain bills or resolutions in a special session without holding a public hearing during the special session. The prohibition applies if the (1) special session is called after a regular session and (2) bill or resolution is the same or substantively similar to one filed during the regular session. (It is unclear whether this requirement is enforceable based on the principle of legislative entrenchment, under which one legislature generally cannot restrict a future legislature’s ability to enact legislation.)
