Explanation 
The bill makes various changes regarding inmate healthcare resulting 
in a FY 23 cost of $13.5 million

 and a FY 24 cost of $18.0 million (costs 
include salary and fringe benefits).   
To meet the requirements of the bill the Department of Correction 
will have to hire 130 healthcare employees.  Below is a table showing 
the number of new staff needed by position, their title, and a description 
of why they are needed:

The fringe benefit costs for most state employees are budgeted centrally in accounts 
administered by the Comptroller. The estimated active employee fringe benefit cost 
associated with most personnel changes is 40.53% of payroll in FY 23.

 FY 23 costs reflect nine months of salary due to the bill having an effective date of
