AN ACT CONCERNING CLEAN AND SAFE WELL WATER.

Explanation
Currently, if the (1) Department of Environmental and Energy
Protection (DEEP) determines that groundwater pollution has occurred,
and (2) the Department of Public Health determines that the pollution
creates unacceptable injury risk to people using the water for drinking,
DEEP may order the responsible person or municipality to provide
potable drinking water to all those affected by it.
The bill specifies that the order may include the repair or replacement
of a contaminated private well. This has no fiscal impact to the state or
municipalities, as it pertains to privately-owned, third-party wells.
The bill also makes technical changes that have no fiscal impact.
