AN ACT CONCERNING THE PROVISION OF SUBSTANCE USE 
DISORDER SERVICES AND MENTAL HEALTH SERVICES TO 
INDIVIDUALS WHO ARE INCARCERATED.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 18-81p of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective from passage): 2 
The Commissioner of Correction, in consultation with the 3 
Department of Mental Health and Addiction Services and the Judicial 4 
Department, shall annually review, evaluate and make 5 
recommendations concerning [substance abuse detoxification and 6 
treatment programs for drug-dependent pretrial and sentenced inmates 7 
of correctional facilities and] (1) substance use disorder screening, 8 
diagnostic and treatment services that are available to individuals who 9 
are incarcerated during the entirety of any period of incarceration; (2) 10 
mental health screening, diagnostic and treatment services that are 11 
available to individuals who are incarcerated during the entirety of any 12 
period of incarceration; and (3) the reintegration of such [inmates] 13 
individuals into the community. [The commissioner shall examine 14 
various options for the detoxification and treatment of drug-dependent 15 
inmates including, but not limited to, methadone maintenance 16 
treatment and other therapies or treatments, and the reintegration of 17  Substitute Bill No. 458

drug-dependent inmates into the community upon their release from 18 
incarceration, including the transfer of inmates to community-based 19 
methadone or other therapy or treatment programs. The commissioner 20 
shall report his findings and recommendations and submit a proposal 21 
for detoxification, treatment and reintegration programs including, if 22 
appropriate, the establishment of one or more pilot programs for 23 
methadone maintenance or other therapy or treatment for drug-24 
dependent inmates to the General Assembly not later than February 1, 25 
1998.] On or before January 1, 2023, and annually thereafter, the 26 
Commissioner of Correction shall report on such review, in accordance 27 
with the provisions of section 11-4a, to the joint standing committees of 28 
the General Assembly having cognizance of matters relating to the 29 
judiciary, public health and appropriations and the budgets of state 30 
agencies. 31 
This act shall take effect as follows and shall amend the following 
sections:
