Researcher: MHF Page 1 4/14/22 OLR Bill Analysis sSB 470 AN ACT CONCERNING CERTAIN VOTER REGISTRATION INFORMATION. SUMMARY Under current law, a person’s driver’s license, identity card, and Social Security numbers, and other unique identifiers (e.g., voter registration numbers) on a voter registration record, are confidential and prohibited from disclosure. Additionally, any unique identifier added to a record to comply with the federal Help America Vote Act of 2002 (HAVA) is protected. Under HAVA, registered voters must be assigned a numerical identifier for database identification (52 U.S.C. § 21083(a)(1)(A)). This bill removes a person’s voter registration number and any other HAVA-required identifiers from the list of protected information. In practice, these identifiers are used to connect all parts of the voter’s information in a voter registration database, such as a name, address, and party affiliation. Independent of the identifiers used in the database, they provide no identifying information about a voter.
