AN ACT CONCERNING CERTAIN VOTER REGISTRATION 
INFORMATION 
 
SUMMARY: This act removes a person’s voter registration number and any other 
identifiers required by the federal Help America Vote Act of 2002 (HAVA) from 
the list of voter registration information prohibited from disclosure. Prior law 
prohibited disclosure of any unique identifier used to generate a voter registration 
record (e.g., voter registration number) and any information added to a record to 
comply with HAVA (e.g., registered voters must be assigned a numerical identifier 
for database identification under 52 U.S.C. § 21083(a)(1)(A)). 
By law, unchanged by the act, a person’s driver’s license, identity card, and 
Social Security number on a voter registration record are confidential and 
prohibited from disclosure.
