AN ACT CONCERNING SURPLUS FOOD DONATION AND 
ESTABLISHING FOOD COMPOSTING REQUIREMENTS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to establish food composting 1 
requirements and encourage surplus food donations to households in 2 
need through the identification of food donation locations by the 3 
Department of Energy and Environmental Protection, the mandating of 4 
donations of excess food by businesses and institutions of a certain size, 5 
the designation of food scraps as a mandatory recyclable item and the 6 
development of food scrap composting infrastructure and enforcement. 7

Statement of Purpose:   
To help households in need of food and reduce food waste in the 
municipal solid waste stream.
