The amendment requires the Department of Energy and Environmental Protection (DEEP), by December 15, 2023, to produce a Connecticut Decarbonization Roadmap, which has no fiscal impact because the agency has the necessary expertise. It also requires DEEP to identify additional federal funds available to municipalities and school districts for reducing carbon emissions. This could result in a revenue gain to various municipalities and local and regional school districts beginning in FY 24 to the extent federal funds are made available following such identification.
