AN ACT CONCERNING CIGARETTES, TOBACCO PRODUCTS, 
ELECTRONIC NICOTINE DELIVERY SYSTEMS AND VAPOR 
PRODUCTS.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subsection (c) of section 4-28e of the general statutes is 1 
repealed and the following is substituted in lieu thereof (Effective July 2 
1, 2023): 3 
(c) Commencing with the fiscal year ending June 30, [2023] 2024, 4 
annual disbursements from the Tobacco Settlement Fund shall be 5 
made as follows: (1) To the Tobacco and Health Trust Fund in an 6 
amount equal to [twelve million] twenty-two million seven hundred 7 
thousand dollars; and (2) the remainder to the General Fund. 8 
Sec. 2. (Effective from passage) (a) The Commissioner of Mental 9 
Health and Addiction Services, in collaboration with the 10 
Commissioners of Consumer Protection, Revenue Services and Public 11 
Health, shall convene a working group to evaluate the various 12 
licensure fees, penalties and taxes related to the distribution and sale of 13 
cigarettes, tobacco products, electronic nicotine delivery systems and 14 
vapor products in the state and advise the Departments of Mental 15 
Health and Addiction Services, Consumer Protection, Revenue 16 
Services and Public Health of any recommendations for increasing 17 
such fees, penalties and taxes to discourage the use of such products 18  Substitute Bill No. 6488

and systems. Said commissioners shall select the members of the 19 
working group, who shall include, but need not be limited to, 20 
representatives of at least two organizations that administer tobacco 21 
use cessation programs in the state. 22 
(b) Not later than January 1, 2024, the Commissioners of Mental 23 
Health and Addiction Services, Consumer Protection, Revenue 24 
Services and Public Health shall jointly report, in accordance with the 25 
provisions of section 11-4a of the general statutes, to the joint standing 26 
committees of the General Assembly having cognizance of matters 27 
relating to public health and finance, revenue and bonding on the 28 
recommendations of the working group. 29 
This act shall take effect as follows and shall amend the following 
sections:
