LCO No. 3049 1 of 2 General Assembly Raised Bill No. 6564 January Session, 2023 LCO No. 3049 Referred to Committee on HIGHER EDUCATION AND EMPLOYMENT ADVANCEMENT Introduced by: (HED) AN ACT CONCERNING THE UNFUNDED PENSION LIABILITY PORTION OF THE FRINGE BENEFIT COST FOR EMPLOYEES OF THE CONSTITUENT UNITS OF THE STATE SYSTEM OF HIGHER EDUCATION. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective July 1, 2023) For the fiscal year ending June 1 30, 2024, and each fiscal year thereafter, the Comptroller shall fund, from 2 resources appropriated for the State Comptroller-Fringe Benefits, the 3 unfunded pension liability portion of the fringe benefit costs of the 4 constituent units of the state system of higher education for employees 5 compensated through resources other than the General Fund. Nothing 6 in this section shall change the funding by the Comptroller of the fringe 7 benefit costs of the constituent units of the state system of higher 8 education for employees compensated through the General Fund from 9 resources appropriated for the State Comptroller-Fringe Benefits. 10 This act shall take effect as follows and shall amend the following sections: Raised Bill No. 6564 LCO No. 3049 2 of 2 Section 1 July 1, 2023 New section Statement of Purpose: To require the Comptroller to fund the unfunded pension liability portion of the fringe benefit cost for employees of the constituent units of the state system of higher education.
