LCO No. 3264 1 of 2 General Assembly Raised Bill No. 6640 January Session, 2023 LCO No. 3264 Referred to Committee on COMMITTEE ON CHILDREN Introduced by: (KID) AN ACT CONCERNING HOME VISITS AND EVALUATIONS BY THE COMMISSIONER OF CHILDREN AND FAMILIES. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective July 1, 2023) When the Commissioner of 1 Children and Families, or the commissioner's designee, is required to 2 visit or evaluate a home (1) where a child in the care and custody of the 3 commissioner has been or may be placed, or (2) pursuant to section 17a-4 101g of the general statutes, such visit or evaluation shall not be 5 conducted by telephonic, video or other conferencing platform if (A) 6 such child is under six years of age, (B) such child is six years of age or 7 older and not enrolled in school or being educated at home or in a 8 private school in accordance with the provisions of section 10-184 of the 9 general statutes, or (C) the immediately preceding visit to or evaluation 10 of such home by the commissioner, or the commissioner's designee, was 11 conducted by telephonic, video or other conferencing platform. 12 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2023 New section Raised Bill No. 6640 LCO No. 3264 2 of 2 Statement of Purpose: To prohibit home visits and evaluations by the Commissioner of Children and Families by telephonic, video or other conferencing platform in certain circumstances.
