AN ACT STUDYING THE CONSOLIDATION OF METROPOLITAN 
PLANNING ORGANIZATIONS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) For the purposes of this section, 1 
"metropolitan planning organizations" has the same meaning as 2 
provided in 23 USC 134, as amended from time to time. The Connecticut 3 
Advisory Commission on Intergovernmental Relations, established 4 
pursuant to section 2-79a of the general statutes, in consultation with the 5 
Department of Transportation, shall study and make recommendations 6 
regarding the consolidation of metropolitan planning organizations to 7 
achieve a greater level of consistency and efficiency in transportation 8 
planning. Not later than January 1, 2024, the commission shall submit 9 
the results of such study and its recommendations to the Governor and 10 
the joint standing committee of the General Assembly having 11 
cognizance of matters relating to transportation, in accordance with the 12 
provisions of section 11-4a of the general statutes. The results of such 13 
study shall, at a minimum, (1) recommend a minimum population to be 14 
represented by a metropolitan planning organization, (2) recommend 15  Governor's Bill No.  6670

metropolitan planning organizations that can be consolidated or 16 
reconfigured to represent a larger population, (3) identify the potential 17 
consistencies, efficiencies and benefits to the state and municipalities as 18 
a result of consolidating metropolitan planning organizations, (4) 19 
identify any barriers that the state or municipalities may encounter 20 
while planning and during the consolidation of metropolitan planning 21 
organizations, (5) identify any state resources that can assist 22 
municipalities to overcome any such barrier, (6) include transition 23 
planning to address the staffing and funding needs of metropolitan 24 
planning organizations that are consolidated or reconfigured, and (7) 25 
identify any conclusions that can be drawn from the configuration of 26 
metropolitan planning organizations in other states. 27 
This act shall take effect as follows and shall amend the following 
sections:
